About the position The Contract Management Specialist 1 (HELPS) position is responsible for managing contracts and related budgets within the New York State Office of General Services. This role involves maintaining vendor responsibility reviews, ensuring compliance with insurance requirements, and assisting in the drafting and review of lease documents. The position is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS) and offers a pathway to competitive status after a probationary period. Responsibilities • Maintaining an Excel Tracking Spreadsheet with all documents pertaining to the Vendor Responsibility Review/Insurance Requirements. • Gaining a working knowledge of OSC's VendRep system and vendor responsibility requirements mandated by OSC and New York State Laws. • Performing all required VR reviews using state websites and other available search engines. • Preparing vendor responsibility review checklists and other documents to support a responsibility determination. • Working with Managers and Brokers to ensure that vendors submit all required documentation and forms. • Assisting Leasing Services staff to ensure that all insurance requirements for new leases are fulfilled and communicate with vendors as necessary. • Drafting and reviewing Lease Assignment, SNDAA, and Estoppel documents. • Tracking and communicating the status of vendor responsibility, insurance, and escalation review projects with the Lease Administration & Audit Unit team. • Assisting the Lease Administration & Audit Unit team with processes and projects as directed. • Performing other duties as assigned. Requirements • Professional experience managing contracts and related budgets including negotiation with contractors and vendors. • Fiscal management experience, including bidding, payment, analysis, and fiscal reporting. • Experience in contract development, including developing requests for proposals. • Experience in contract execution, including securing signatory approval from control agencies. • Experience in monitoring and review of contract terms. • Bachelor's degree or higher. Nice-to-haves • Master's degree or higher-level degrees which will substitute for one year of required experience.
