About the position The Contract Administrator II for the Maritime Division at the Texas Department of Transportation is responsible for overseeing and managing all aspects of contracts, ensuring compliance, accuracy, and efficiency. This role requires a detail-oriented professional who excels in contract management and negotiations, contributing to the organization's value maximization. The position involves extensive interaction with governmental officials and private entities, requiring strong problem-solving skills and the ability to thrive in a fast-paced environment. Responsibilities • Oversees and manages policy for contract duties in support of large scope, high-dollar or high-risk contracts. • Ensures compliance with policies, laws, and acceptable contracting practices. • Monitors progress, financial expenditures, and inspects final results of contracts. • Develops and implements management controls and oversight procedures. • Prepares contracts and awards new contracts based on defined requirements. • Monitors contract performance and develops key metrics for tracking. • Coordinates training for new professional and/or technical contract staff. • Facilitates analysis and interpretation of legislation and federal regulations to ensure compliance. • Develops procurement documents, change orders, and acceptance testing procedures. • Serves as a lead worker and resource for complex questions among TxDOT employees. Requirements • Bachelor's Degree in business administration, finance, or a related discipline (relevant work experience may substitute for degree). • 7 years of experience in contract administration, management, or development. Nice-to-haves • Extensive knowledge of contract negotiation, development, and management methods. • Expert skill in scheduling work assignments and analyzing issues. • Ability to write, review, and revise technical documents and specifications.
